Instructions:
1-Download car at https://www.gta5-mods.com/vehicles/motokorp-s-experimental-car-pack-add-on
Make sure to get one of the earlier versions with the individual car folders
2-Run OpenIV
3-Activate EDIT MODE
4-Go to: Grand Theft Auto V/mods/update/x64/dlcpacks/vulcanamr/dlc.rpf/data/
And replace: "handling.meta" and "vehicles.meta"
