Installation:
-Open OpenIV
Go to:
-[mods]/common.rpf/data/levels/gta5
-(if it doesn't work try this) [mods]/update/update.rpf/common/data/levels/gta5
-replace weather.xml with your choice
-Enjoy!
(FYI I built this mod with NVR so I'm not sure how it will turn out with other graphic mods or vanilla but it should still work well)
