I changed the relationships file where law enforcement will engage each other or whoever is closer to them, sometimes including peds. If you take cover behind something it will increase the chances of them killing each other instead of shooting at you
I'm not a coder, just a simple man trying to make his way in the gameplay. Use OpenIV and replace the original file with this one, backup your original just in case you don't like it.
